The modernization of the Kembs hydroelectric power plant in Haut-Rhin calls for specialized expertise and constant coordination. Heading the electrical scope, Angélique Voisard plays a key leadership role at the heart of a demanding industrial project.

On the banks of the Rhine, the Kembs hydroelectric power station (Haut-Rhin) is undergoing a major modernization program. Following the overhaul of two generating units in 2023 and 2024, Angélique Voisard and her team secured a new contract in 2025 to carry out the next phase of modernization. This phase now covers three hydroelectric units (3, 5, and 6) and five spillway gates, which are essential for safety and operational continuity. Backed by a budget of over one million euros, the project aims to enhance the performance and reliability of the facilities. For Angélique Voisard, “this project is part of a sustainable modernization effort, with a clear objective: to improve performance while guaranteeing operational continuity.”

Mastered Electrical Expertise

As a regular service provider for EDF, Actemium is managing the entire electrical scope of the project, from preliminary electrical and automation engineering through to final connection and commissioning. “Upstream work is crucial to anticipate constraints and secure site operations,” highlights Angélique Voisard. On-site, teams are installing cable routing, mounting sensors, and pulling interconnection cables. Carried out in a demanding industrial environment, these operations enable the control and monitoring of the renovated units. “Precision is required at every step to ensure facility reliability and service continuity,” she adds.

Coordination and Safety Requirements

The project also requires close coordination among multiple trades. Civil engineering work was needed to install voltage regulators, while other tasks—such as removing partition walls or repainting technical rooms—contribute to adapting the infrastructure. Certain areas, particularly those containing asbestos, require specific procedures with a specialized subcontractor. “Managing interfaces and safety constraints is an integral part of our job. We must constantly adapt while maintaining high standards,” explains Angélique Voisard.

A Three-Year Project

Launched in 2025 and involving 3 to 5 personnel continuously from Actemium Mulhouse Plant Solutions, the project is structured in several phases to maintain plant operations: Unit 3 is currently underway, Unit 6 will follow in 2026, and Unit 5 in 2027, alongside the overhaul of the spillway gates. “This progressive phasing requires high adaptability and constant team commitment,” concludes Angélique Voisard, who relies on a “solid, dynamic, and motivated” team featuring Yves Robert (Project Manager), Alexandre Narmantowicz (Automation Lead), Mohamed Boussouf (Electrotechnical Studies Specialist), Sébastien Meyer (Site Coordinator), and Éric Caminada (Site Supervisor).

This collective effort also aligns with skills development and career path structuring. “The GEPP plan (Management of Jobs and Professional Pathways) is vital in our organization,” emphasizes Angélique Voisard. “We must always keep the long-term sustainability of our business in mind by hiring external talent as well as fostering internal advancement. On this project, Sébastien Meyer enabled Tom Flesh, an installer, to develop his skills toward becoming a future site supervisor on our upcoming hydroelectric projects.”

Through this project, Actemium reaffirms its expertise in complex industrial projects and contributes to modernizing a key infrastructure for hydroelectric power generation.
